「碎片港-南方藝術生態觀察計畫」(簡稱「碎片港」)是由臺南的臺灣藝術田野工作站(Taiwan Visual Art Archive, TVAA)於 2021 年發起,以藝術評論為核心,「建構對話平台」與「發展串連合作模式」為方法,實踐此種平台模式之於當前藝文生態可扮演的服務與未來生態建構的角色。歷經一年耕耘、疫情影響、調整與檢討後,第二年將加入「關鍵觀察」與「智庫」概念,藉此得以更清晰且深入描繪南方藝文生態之發展,及驅動與落實專業服務之能耐。

本計畫的發起,係鑑於當前藝評生產平台大多集中於臺北,論述觀點亦多屬臺北中心視角,長期下來,不僅導致論述觀點的均質化,亦抹消了地方藝文生態所具有的差異性與獨特性。因此,本計畫意圖通過世界主義(cosmopolitanism)的藝術評論書寫理念,打破地緣政治的框架,翻轉「中心-邊緣」的二元論刻板操作,建構「藝評書寫-論述實踐-機構串連」全生態系式的專業書寫平台。

2021 年,計畫起始階段通過 10+2 模式—— 10 位跨世代觀察員+2 個南部民間藝術機構【註1】——邀集夥伴並運用 TVAA 合作藝評網站「觀察者藝文田野檔案庫」(2011-),一同展開跨區域的藝文生態觀察、撰評與公開對話,為當代藝術重要的展演事件進行紀錄、建立檔案、捕捉藝術實踐在不同社會背景和地方紋理中所產生的複雜性和影響力,籌建注重多元、實驗與陪伴的專業藝文服務平台。

歷經一年的操作、實驗以及對「南方藝評」之定位、核心價值以及實踐模式的展開,本年度擬在此基礎上持續進行調整與推進,發展為 16+2 模式,包含 16 位觀察員+2 個持續合作之民間機構【註2】,以此聚焦觀察主題,累積在地論述與檔案,扮演專業服務平台角色,進而尋得世界主義下在地藝術生態系在全球城市文化語境中的座標。

【註1】:二個合作之民間機構為臺南的絕對空間以及高雄的新浜碼頭藝術空間。2021 年十位觀察員為許遠達、李書旆、蔣伯欣、簡子傑、蔡佩桂、邱俊達、蔡宗祐、王瑀、施友傑、陳沛妤。

“Shatter Port – Southern Art Ecological Observation Project” was inaugurated by the organization Taiwan Visual Art Archive (TVAA) in Tainan in 2021. The project takes art criticism as its core, “building a platform for dialogue” and “developing a model of collective collaboration” as its methodology. It serves as a platform for the current arts ecosystem, as well as plays a role in constructing the ecosystem for the future. After a year of cultivation, and the adjustments after the impact of the epidemic, the ideas of “critical observation” and “think tank” were added to the project, for providing a clearer and in-depth picture of the development of the arts and cultural ecology in the South, as well on enhance the ability to drive and install professional services.

The initiation of this project is due to the fact that most art criticism and writing platforms are currently concentrated in Taipei, and the perspectives are from the so-called “Taipei center”, which has not only led to the homogenisation of perspectives, but has also erased the differences and uniqueness of the local art scene. Therefore, this project intends to break the geopolitical limitation through the art criticism writing of the cosmopolitanism concept, flip the stereotypical dualism “center-periphery”, and construct a professional, and comprehensively eco-systemic writing platform, as the pattern of “Art criticism – Discursive Practice – Connection of Institutions”.

In 2021 the initial stage, the project kicked off with “10+2” plan– invited 10 intergenerational observers plus 2 southern non-governmental organizations [1] and TVAA’s long-standing collaborator, the art writing website “Arts Observer Field Archive” (2011-) to launch the cross-regional observations, critical writings, and the public dialogues on arts and culture. The project aims to establish a platform as a professional service for arts and culture that cheers the diversity, experiment, and the companionship. It recorded and archived important contemporary art events, pictured the complexity and influence of art practices under different social backgrounds or local contexts.

After a year of the operation, experiments, re-positioning, and the developing the core values and practice mode of “Southern Art Criticism”, in 2023 the project will continue to adjust and progress based on our accumulation, and develop into a “16+2” plan which invites 16 observers plus 2 old non-governmental organizations partners [2]. To seek a place for the local art ecosystem in the global urban cultural context under cosmopolitanism, the project will concentrate on the observed topics, accumulate local discourses and local documents, and play the role of a platform as a professional service.

Note 1: The two cooperative non-governmental organizations were Absolute Space for the Arts (Tainan) and Sin Pin Pier Art Space (Kaohsiung). The ten observers in 2021 were HSU Yuan Ta, LEE Shu Pei, CHIANG Po Shin, CHIEN Tzu Chieh, TSAI Pei Kuei, CHIU Chun Ta (Yves), TSAI Tsung Yu, WANG Yu, SHI You Jie, and CHEN Pei Yu.

Note 2: The sixteen observers in 2022 included thirteen core observers CHIANG Po Shin, CHIU Chun Ta (Yves), TSAI Pei Kuei, HUANG Chih Wei, LEE Shu Pei, CHANG Min Chi, LIU Bang yin, FANG Yan Xiang, WU Shang Yu, KUO Pi Tzu, CHEN Yen Ching, CHEN Pei Yu, TSAI Tsung Yu; three general observers CHIEN Tzu Chieh, HSU Yuan Ta and SHI You Jie.
